So little of it is picked! The way I think of it is this: you have a huge amount of time to readjust while the notes on the high E are slurred, so there’s only really one string change. So if you have one string change you can do, do that.
Edit because I’m a moron: for the picked 16ths at 110: just stringhop 'em lol
I would just simplify that and say alternate pick them. At 110 we’re just splitting hairs at that point 
As an aside I LOVE Empire. It reminds me of growing up in the PNW
