Stumbled upon this on YouTube. This is from the “Making OF” portion from the Systematic Chaos special edition DVD. Portnoy grabs some choice down the neck, front oblique shots of JP’s right hand scattered about in this video.

I see definite cross picking and both upward and downward slanted picking for scalar bits. There’s also more of that thumb flexure and extension he does when crossing strings playing scales.

Some really solid shots if you can deal with that epic 2008 YouTube video quality. His playing seems to have changed over time. He used to look a lot more like Al Di Meola to me but now it resembles more of an elbow movement when he really goes for it:
