What is a good - and if possible free - software for slowing down instructional videos with the sound?

It is not free, but not that expensive, but i allways liked transcribe!!!

VLC is great for playback! Handles all sorts of video formats etc. I’d probably try that first. For anything more complex there are plenty of free video editing programs you could try, like iMovie (if you’re on Mac) or perhaps Lightworks or HitFilm Express (haven’t tried these, but seem to be cross-platform w/ free versions available).

I’ve had transcribe for years and love it; I had no idea it could do video! Thank you!!!

You just have to download and install a free addon. It is all explained on their site thrue the help tab.

If not, I think TunesKit AceMovi can meet your needs. It is free to use and you can make slow speed video easily.
And it is a comprehensive tools, you can edit videos freely.
