I would say more “techniques” - he’s doing this a variety of different ways: wrist, fingers, maybe some forearm. Hard to tell with the black sleeves.
If you’re interested in these techniques I recommend trying out the wrist approach we covered recently only because it’s simple, and we have some clear instructions for starting out with that now.
Here is another vid of Kummerer. There is a decent shot around the 2:00 minute mark. Looks like mostly a wrist player.

That’s kind of his thing. I don’t think I’ve ever seen him wear anything else.
It seems there’s a lot of wrist in there for sure.
